Should we also include the notable changes section that we have in v30.3 release notes? I think there might be more users interested in that fix than the private broadcast one.
This release fixes an issue where the chainstate database would repeatedly rewrite large portions of itself, causing excessive disk reads and writes during normal operation.

This is just archiving what has already been tagged with v31.1. Maybe we should have added that to the release notes during review. We could add it to what gets posted to the website though.
