mempool saving doesn't save mempoolminfee so it goes immediately to zero after a restart. It should probably be saved.

I don't really see a problem with this - it will soon set once the mempool usage is utilized. Not sure why we'd want to start filtering prematurely anyway.

I think if we are going to do this (which I'm not convinced is worth it) then its probably important to save the time state necessary to decay the mempool min fee as well.
