Gitian build fails for Windows #4473

    The gitian build using gitian-win.yml has stopped compiling. It was working about two weeks ago when I last tested. gitian-linux.yml and gitian-osx-bitcoin.yml both work, only the Windows build is affected.

    After some bisecting, the problem seems to have been introduced in #4421 ping @4tar

    Thanks for reporting, looks like we need an #ifdef WIN32.

    @thebluematt maybe running gitian builds as part of the pull tester would be a good idea?
