GitHub Actions

Implemented a workflow for running make check on MacOS and Ubuntu environment (WIP on Windows). Planing on using cache to make it run faster.

A successful run for Ubuntu and MacOS.

Thanks, however we've used GitHub Actions in the past, and have since removed it, see #18031 & #17803. We also currently have 3 other CIs: Travis, Cirrus & Appveyor. I don't think we want/need to add a 4th.
