    This is a non-controversial commit that split out from #18405.

    It is safe to use pthread_setname_np since #17538 when the minimal glibc version is set to 2.17; see: #11986 (comment).

    I don't think this needs to be split out. I'm reviewing #18405 now, and will likely merge it later today.
