bitcoin-qt does not respect clearing proxy checkbox #12499

   v0.15.1 release version

   On F27 bitcoin-qt continues to connect through a proxy even when the Connect through SOCKS5proxy checkbox is cleared and with no proxy= or onion= in bitcoin.conf

   To replicate: (suggested - I cannot re-prove this due to Issue# 12498)

   1. Configure a proxy. I previously had proxy={proxy:port} configured in bitcoin.conf and have set them in the GUI also.
   2. Remove proxy settings from bitcoin.conf and uncheck the {use proxy} checkboxes in Settings --> Options --> Network
   3. Correctly restart bitcoin-qt
   4. Confirm proxy is used anyway.

   bitcoin-qt should respect the setting of the {use proxy} checkboxes.

   Not an issue on 0.16rc4 with so far limited testing.

   This seems to be resolved in 0.16rc4, I cannot replicate what I previously observed. I can accept that Bitcoin Core is Tor smart for {onion} addresses.
