Can you reliably reproduce the issue?
No, this is just a spurious (but suspicious) error I've seen while trying to get my scripted-diff to work (the test error is on a Travis host which doesn't run the scripted diff)
What version of bitcoin-core are you using?
Commit 512530b106c9cc9a1b0973f889d12a37aa4fe81b in my own refactor/dry-config branch, which is just two commits above the recent bbc901d3a683c92438a6b28dca50b956decc4433 on master. My changes are unrelated to any memory pool functionality.
